The public interest litigation (PIL) petition, filed by Cogress party's Chennai East District unit chief, wanted the court to direct the state government not to impose any 'unreasonable' restriction in distribution of relief materials to poor and needy.
Therefore, they must not be restrained from doing such activities, petitioner Siva Rajashekaran added. The state government had on Monday clarified in a press release that it only insisted that volunteers and other service organisations should work together with the district administration and ensure food and other relief materials reached the needy with due precaution.//

A prayer had been made seeking a modification of a Court order dated March 30 , so that individuals, voluntary organizations, NGOs etc. are allowed to continue supplying the food to the underprivileged and poorer sections of the society.
"If the State Government is unable to provide a portal where all the NGOs can upload their information, the State must consider of convening meetings at the district level, municipal level, etc. via Video Conferencing for co-ordinating the activities of NGOs. It will be appropriate that at such meetings, the Chairpersons and Secretaries of the District Legal Service Authorities (DLSAs) are invited to attend."

The Court further reiterated the need for State to co-ordinate with the NGOs and in this regard, and directed the State to reply on this aspect by April 16. //

A special division bench of justices R Subbiah and Pongiappan on Wednesday heard the submissions made by Senior Counsel P Wilson, arguing on behalf of DMK. Wilson argued that the press release is inhumane. He said that starvation deaths have begun in the State and the government should be magnanimous to accept all contributions.
According to the petition filed by DMK's RS Bharathi, there is no rationale behind the Government’s decision to prohibit the political parties and NGOs and sought an interim stay against the circular issued by the state on Sunday. //
