-          No growth in the west – Projections EU 0% growth, US- growth comes down affecting job market. All efforts targeted at Productivity of these economy – Global GDP need to be increase to 2% - Manufacturing & Infrastructure emphasized; Percolation of Growth to the down 20% - Uplift the people - Distribution of the profit;

Job-full growth in India – PM pushing forward ‘Make in India’ Campaign at various forumAny Progress or whether concept materialized at the Summit?
-          Though it is not agenda in this summit, campaign is emphasized in Bilateral talks; Increase productivity – skills, zero pollution; harnessing mobilizing maximum investment; G20 – provided an opportunity to meet 20 leaders of world economy – appealing them to invest in India;

Indian PM meet French president – Bilateral talk – Issue of Smart Cities & Energy Sector – Indo France Collaboration;
-          With China, Australia, US (TFA, Food Security, Bali Package), earlier with Myanmar;  

Chinese presence – Australian country & Pacific – compete with India
-          China – recognized economy – But the level of appeal is in different context; Australia’s Modi fever, Fiji with more Indian Population - India have greater advantages, though in economic promises China is far ahead of us;

Black money issue at G20 forum

PM Modi stated that Indian support all Initiative which facilitate automatic exchange of information that ultimately helps in tracing unaccounted money and eventual repatriation;
Steps taken in India – List of Names in Supreme Court, Special Task force; how do you look this statement of PM?
-          Raising the issue in such forum – making other countries aware of the issue – pushing the importance;
-          Many Asian countries face this problem – which demand Transparency, Automatic exchange of information, coordination among the countries;
-          Resolution in G20 forum will do nothing. It requires agreement between countries; India has initiated Information Exchange Agreement/ Tax Information Exchange with 13 countries.

Policy coordination between major economies - G20 countries contributes 80% of Global Economy – Forum can unearth Black Money – will discussion & forum bring together;
-          International Pressure builds up on Tax haven Monaco, Cayman Island which are small jurisdiction – Economy survives on this – Eg. Mauritius (Post Box Companies); At least Tax Information can be shared with this international pressure; Tax realization can be possible; Illegal activities – Terror funding, gambling can be checked;

New Global Standard on Automatic exchange of Information – Instrument for unaccounted money in Tax havens; will this be possible?
-          International Convention mandatory to be followed; Problem in India is Double Taxation Agreement signed before 2009 ( No international standard at that time); Tax Information aide the Tax Authority to trace unaccounted money;

Possibility of Revoking the Agreement like DTAA - then go for Information sharing?
-          DTAA is legitimate and is different – prevent a person from paying tax in two countries; If used for purpose of Avoiding tax – this cannot be justified; Information Agreement is different and DTAA countries can also come in to Information Sharing;

Drug trafficking, Arms smuggling, Terror financing, - hitting the Black money – need for close coordination between developed, developing and small countries; will the small countries Tax Haven understand the importance of the concerns of the country like India?
-          G20 Communiqué mentioned about it; detrimental to the development of any country;

Increased Mobility of capital and Technology – opportunity for avoiding Tax and profit shifting – India Special treaty - BEPS (Base Erosions and Profit Shifting) –would address these concerns?
-          BEPS – Transfer pricing – International standard – TP also used as Tax avoiding method;

What was the Reaction of other countries, regarding the issue of Black money, which Indian PM raised in ASEAN, BRICS forum earlier?
-          Issue common in Asian and surrounding countries; Now political dimension given to the issue – In India, Domestically given priority;  curb the black money within the country( curb the source);

“India’s Domestic black money is greater than that of outside” – Real Estate prevalence of Black money – Some sector where cash transactions is not part of National Economy. Can this thing be streamlined?

-          Opening up of  Economy -In 2003-04, Indian allowed purchase country abroad, citizens allowed to buy properties abroad, no restriction on Remittance; Opening up make it difficult to identify or trace the money flow; No inspector for the Real estate sector which is more fragile sector– destination for most of the illegal money & tax evader; Transparency and Tax enforcement are very essential;

Developing Political situation in J&K and Jharkhand for Govt. formation

-          Non-Tribal CM based on Chhattisgarh experiment, Development Agenda first priority in resource rich Jharkhand;
-          J&K – Huge turnout in the valley – beyond the boycott called by Hurriyat or separatist;

BJP whether to choose National Conference NC or People Democratic PDP? NC is pro-constitutional swear on the name of Indian Constitution whereas PDP is little assertive, demand autonomy beyond special status?
-          It is not a time for J&K to give a National govt. So an out of box Idea, where all party contested made to come together & form a Govt. Then the question arises on opposition party. Must signal to give coming together despite of differences – working towards Development.

Impact of Cold Waves in Normal Life

This is the FM Gold channel of AIR, In the Program News Analysis now we bring you a dialogue on Impact of Cold waves in Normal Life. The participants are DP Yathav, Scientist India Metrological Department & Prakash chawla, Senior Journalist.

The plains in Northern India have been witnessing extreme cold conditions since 15th of December. People in a wave are not really prepared, are caught really unaware on the 14th or 15th when the wave came. And after that it is extremely cold, the city life particular has been affected. It is been the difficult days for the poor dwellers or people who have no roof over their head. They have great difficulty and there are reports of some causality from the plains of Northern India. And there have be flight cancellation, trains running late, Traffic condition getting into chaotic situation, and maximum temperature also dipped causing lot of shivering to the peak. 

So Mr Yadav, How do you see this phenomenon? Do you see as this is extraordinary? Do you think that it is something which suddenly happens in the season, mid-December it has to start? How do you see this phenomenon?

Weather wise we call the month of December, January, February has the winter season. When we say winter, that means the temperature should be low, there should be fall, there should be frost, and there should be snow fall in hilly state. That is the usual weather. Sometimes, due to more rainfall or more snowfall which you call be western disturbance, this is the system originate in the Caspian… Mediterranean Sea and moves East-ward across Iraq… Iran, Iraq, coming to Pakistan, Afghanistan and then reaching to Jammu & Kashmir over western region. And then give snowfall in the states of J&K, Uttarkhand and some sort of rainfall in Haryana & Punjab. When that happens... when such a Western Disturbance… Then these western disturbances affect northern plains of India nearly 3 to 4 times in any month. But every Western Disturbance don’t give same amount of precipitation, some give more precipitation, some give less rainfall, some give more snowfall, what have happened this year, till the mid of December there was no such western disturbance which have given any rainfall, you can say snowfall in the hills. Therefore the days were very comfortable, to get up in the morning; there were bright sunshine whole throughout the day. And it was very comfortable rather the temperatures were more than the normal most part of October – December even the November – Mid December. But when it came to Mid-December, there is a commensal of time when the real winter starts. The Mid-December to Mid-January, this is one month most severe winter. So, this year 13th -14th of December, the strong western disturbance came which called Heavy snowfall in Himachal Pradesh, Uttarkhand. Lot of tourist was struck in the Himachal & Uttarkhand. There were reports of Casualty. And then in the place also we got wide spread rainfall, Delhi, and here for Haryana, Up, Bihar. This year was Maharashtra got rainfall, when such large area got rainfall; the region is full of moisture. Once the Western Disturbance moves away, the northerly wind from western Himalayas comes down, these are chilly winds. These bring down the temperature within 24 hours by 4-6 degree centigrade.

Chilly wind added with the moisture that is available because of the rain, and it combined together resulted in the fog and further fall in the temperature.

What happen, the chilly winds came from Himalayan region, and they bought down the temperature of the plain. And there was a lot of moisture available, because… that is all because rainfall gave lot of moisture. This provided a favorable conducive situation for dense fog. And have been occurring form Punjab to Haryana to Delhi to Uttar Pradesh to Bihar, even some part of West Bengal, Assam, Tripura, Meghalaya and even northern part of Madhya Pradesh. So many states are affected by dense fog, and once it is set on, it doesn’t lift away very easily, they come day after day, and you get sometimes in evening, sometimes in the daytime. It keeps coming.

You have been said what is maximum hardship is been caused not by the minimum temperature in the night, but the day temperature nap the day. There have been tremendous fall in the maximum temperature. We will be surprised to know, there is a maximum temperature in the Punjab, Haryana it is like minimum temperature, if I give you the value. It is even around 8 degree Celsius.  Amritsar reordered a maximum temperature of 8 degree Celsius in this season and there are some of the places which have reported a maximum temperature less than 10 degree Celsius in Punjab, Haryana and northern Rajasthan. You can’t believe when maximum temperature is 10 degree or below 10 degree which is less than the normal temperature (18-19 degree).

Is this is sunshine during the day in the places where the maximum temperature drops down?
You see, there is hardly any bright sunshine, when the temperature is so low. Because if there is sunshine, the temperature should rise but because the temperature is so low, that means two things are happening, one, the cold chilly winds are continuously coming from the Himalayan region this month, and there is no bright sunshine. Otherwise it’s very foggy or this cloudy also sometime mixed fog & cloud that is happening. But as if, it is mainly due to fog. The worst states which are to fog is Bihar, Eastern Part of Uttar Pradesh and these parts is because starting from Lucknow to Varnasi to Sultanpur to Gorahpur to Allahabad these areas are northern part of Bihar, Badhalpur. Those areas are the worst, because of dense fog, day night fog, low sunshine, temperature very low, there has been many report of many lives to very severe cold in UP .

No wonder the train especially going in these direction UP, Bihar are severely affected, the trains are running late by 10hours to 12 hours. That is the worst part of this cold wind, transport, particularly Railways and Air transport are very badly affected.

And the health condition of the people also get affected,

That is there, particularly the child and elder usually. Because of …

What kind of impact do you see, due to these climatic conditions, on the crops?
Crops has two fold reaction or you say impact in Punjab and part of Haryana may be some part of UP, there is irrigation. But many other regions of Bihar, Jharkhand, MP or Maharashtra are rain-fed crops. Even in Punjab& Haryana some of the crops like grams, mustard, are taken as rain-fed crops where there is no rainfall, they depends upon the rainfall, some light rainfall here and there and moisture, ruminant or residual of the monsoon rainfall. If rainfall occurs this is just like boon to the crop. And this year very good rainfall occurred in the most part of north India, central India up to Madhya Pradesh, Bihar & UP. Am sure this rainfall must have done much wonder to the crops.

What about the insistent of falling temperature?

There is a reverse part of it. Once the rainfall occurs, it is beneficial to the crop. But after the rainfall two things can happen, one is the continuous dense fog, as I reporting from Bihar & UP. These dense fog conditions, takes days together 10days – 15 days even 20days. There are years of 20 days continuous day & night dense fog in Northern plain. During such time, light is cut off, there is no photosynthesis or less photosynthesis and because of this moisture continuously available on the leaves, some disease may grow up on the leaves or vegetable. Sometimes fog does not occur, if the wind speed is above normal, if there is no fog, if the winds are stronger fog will not occur. In that case Frost will occur; this is most damaging of the winter crops.

We keep our fingers crossed, to see the impact. I will take you to another issue Mr. Yadhav, and that relates to the climatic conditions as the greenhouse gas effect, climatic, over all global. This particular extreme weather we are witnessing. As we discussing earlier, the tenure of the season especially winter has really become short is about a month & half that we really see the bitting cold here in the northern India. Do you relate these phenomenons of extreme weather limited to a month to the overall climatic changes?

One thing we should not simplify the phenomenon of global warming or climate change by relating it with a single phenomenon or single event, of particular region. This year fog origin is low day temperature from 15th Dec till date; it is near one week weather only. If we relate one week weather with the climate change that globally is not justify. Although, we are aware that the variability of the atmosphere as the weather has increased either it is drought or area with very high temperature or very low temperature there is the happening, Extreme weather events are increasing. But you are actually said for so far winter is concern, the cold night or cold wave nights are decreasing the duration of winter season is bit shrinking because of the rise in the minimum temperature that is reported in our observation. No forecast is required further.

But at the same time, this fog phenomenon also increased, it is not so strong and heavy before 90’s. But after last 15 years or 20 years, the fog phenomenon also increased continuously, but to relate it to a global warming or climate change we have to see further date else it will be oversimplification.  It will be oversimplification to relate any event simply to the climate change or global warming.
In fact, you relate the fall in night temperature and this fall in night temperature, this phenomenon is now limited to few days. But had I got to do something with the greenhouse impact?

That is the real issue, the minimum temperature in the North India in many places increasing that is cold is decreasing and that is related to global warming. The data suggesting, the minimum temperature increasing, that means there are lot of pollution available in the atmosphere to trap the radiation emitted by the earth. That is the man-made cause you can say greenhouse effect due to the emission of many gas, transport pollutant, emission from the traffic and then all lot many things changing the land pattern, use pattern, distillation, concrete buildings lot of cutting of, deforestation, many other things which are related, or causing global warming, the impact of that all the man-made effect, the minimum temperature are increasing, the night temperature is not cordial year.

What is the Phenomenon Mr. Yadav you see in the hills? There has been lot of deforestation in the hills, and then the entire phenomenon of snowfall. Do you see the change in snowfall pattern in hills or Himalayas?

We are receiving snowfall or heavy snowfall due to western disturbance. This is the system not true to our country; this is the system true to polar region, or the middle latitude, or the European countries, this is the system which affects just the northern tip of our country.

So as far as change in the snowfall pattern is concern, there is not much change?

The total quantum of the snowfall or rainfall in the period of time say 100 years, there is no change in the quantum. What should be the total snowfall in the winter season, or what should be the total amount of total rainfall in the monsoon season, the quantum is not much under change. But what has happened is, change, year to year the variability has increased, in one year very low snowfall, in other year very high snowfall.

What about the concern of the glaciers are melting and we keep reading those reports?
These are the reports from many schools of scientist reporting that glaciers are melting, but some others are reporting some glaciers are increasing inside. Still these observations or reports are not general. In general there are report that glaciers are melting, the snow melt is increasing, and that is why more water in rivers and sea level also increasing. There are observations to it.  There are counter observation also available, through different groups which have conducted various research in the glacier and climate change.

So in a way because of the Greenhouse gas impact, because of the increasing pollution in the cities, concretization, concrete jungle in the cities, the minimum temperature raises, and that is leading to the lesser cold. But if you relate it to the overall climate changing condition, then it is over simplification?

Any particular event of the particular region or particular states should not be directly related to global warming. Global warming can be the one of the reason to contribute to it, but there is many other factors inherent nature to that particular event, that is also responsible. I just give one example: Monsoon for very incident, it has its own nature, once it is drought years, less monsoon we say global warming, because once it is flood year, we say global warming. This type of drought years and flood years were also occurring in 1950s or 70s when there were no terms of Global warming. Such type of temperatures that record available with IMD for the last 125 years, the temperature much more extreme that this was recorded earlier. The lowest temperature in Delhi in the winter season -0.6 recorded somewhere in 1935, the highest/ maximum temperature was recorded somewhere in 1940s & 50s in many parts of the country. So these things are occurring earlier also, as of now the frequency of such occurrences or repetition cycle has increased.

How is the Mr.Yadav, this year’s Maximum temperature and the minimum temperature that we are witnessing now, to what extend they are away from the Normal?

Minimum temperatures are not away from the normal. The minimum temperature and night temperature are near to the normal. There is not such cold waves from Punjab to Bihar but the day temperatures are highly away from the normal particularly over Punjab, Bihar, UP 10 – 12 degree away from normal. But they should be half of that, because of that, the prolong more severe.
But do you see things affecting in a way?

Lot… Some improvement has affecting in next 2 days i.e. 48 hours, we expect that the fog will not be as much as it was today. There will be increase in the Temperature.
So it will not be as cold as Christmas party!!

Motor Vehicle (Amendment) Bill 2014

The Lok Sabha has passed an amendment in the Motor Vehicle Acts seeking to regularize E-Rickshawas and other battery operated vehicle to enable the applying in National Capital and in other parts of the country. So, Mr. Kaur How do you view these amendments
These amendments should be viewed positively but being haste by which the whole process had undertaken raises some question and I presume that in the coming times there will be some return to the parliament of the people with proposals that further Amendments to correct the Article now passed or enforced.

Will this make a difference in the traffic conditions of Delhi?

Well, Actually Motor vehicle Act applicable to the whole country. And therefore Delhi is just one small patch. But its, Since in Delhi that the move to amendment of Motor Vehicle Act was first considered, Delhi would be equally affected and perhaps the whole process is to attempt to regularize E-Rickshaws and other battery powered vehicle which are now progressively being  seen on the move in  local roads. But it has to be also read along that the same conditions that are now being in force are also going to be enforced in all the towns particularly in North Indai where E-Rickshaws and E-Cart are becoming fashionable.

How does the Amendment bill pen out safety of the people out there on the road?

This is an area where I think, that the considered legislation is falling short from the expectation. We have to realize the design of the E-Rickshaw is not local, about 10 years ago this vehicle made its first appearance in south china, about 6 years ago it got exported to Indonesia, slowly and slowly the product had scrolled up from its south china sources and to enter Bangladesh and finally it has entered in to Assam, West Bengal, Bihar, UP and Now it made its appearance in New Delhi. Now the first defect in this whole conception is that is to our ignorance. It is the fact it is not tested scientifically perhaps. You look at the whole design, and you will have the feeling, that this is the required design is not very giving you the confidence, that it is the safe vehicle. Then there is a potential of over loading it, even when the companies are designed or manufactured, this contraction had only advice well for certain category only 2 passengers are allowed. Then a 3rd passenger is added and then 4th passenger is being added, because the Horse Power of the electric motor has been increased. When you increase the HP, you also give the potential to increase in the speed of the vehicle. At high speed there are so many hazards in which the design structure may inhibit. we are totally unaware we have taken this product & brought it on the road without local experiments or research in the design material .we still find the Motor vehicle Act has not provided  for such research background which would give us a confidence. This is now as safer model.

Well As we talked about the safety of the Vehicle, as there are provisions for the fitment of other vehicle in the country. Do you think, there should also be fitment for this vehicle?

I think in the new legislation, there is provision which has been kept for the fitness test under the normal Motor Vehicle Act, All vehicle that are moving on the road have to pass a fitness test after duration of 15 years. The commercial vehicles have short time duration and in this case also... Let me confess, that I have not gone through the approved legislation. I have rumors to believe, there is fitness provision kept which is perhaps of 6 years. And if that is the fact, then even that period is too long, I would really provide for an annual fitness. The annual fitness is essentially to find out how much the vehicle has withstood the beating in the road in India, whether the metallic part are still secure, and not subjected to metal fitting of crack.

The government in this amendment also relaxed the condition to get the commercial license for the E-Rickshaw driver. So how do you view that?

Number one, in the past, a pre-test or knowledge of driving on the road is not an essential qualification. I think now some enforcement in this area has been cultured. I don’t have a problem actually; I don’t think the driver will have no problem. Because this is a faster moving vehicle, its being used in urban areas and they are not the lone users of the city road and they have to merge with the discipline of which also have other forms of the motor driven vehicle. So they must also respect the rules of the road and also have self-discipline and speed regulation. The E-Rickshaws or Rickshaws are same under 15 km speed but as soon as increase the three- wheeler as the Rickshaw designed speaks off, then there is certain kind of kinetic energy which is forced on the what you called the fork area of the Rickshaw. The fork area is designed particular same except that some shock observer is added. Bu the pressure, weight, stress point has not changed and very length of the vehicle also creates its own problem regarding the centre of Gravity. Therefore, if the speed is increased, the chances of the vehicle overturning on the road at high speed increases, and there lies the danger.

Tripura, passed a bill in January this year 2014, how do you view this amendment as compared to the bill passed by?

Tripura is the forerunner of the movement of the E-Rickshaws, because the whole ideas are moving from South Asia, and into India. Tripura being neighboring land of Burmese territory, Burma welcomed the E-Rickshaws earlier. Again all source to the South China which is genius, in Engineering. The Tripura Legislation is not very difficult legislature, though for the first time we have a local government, a local government applying its mind to the problem. And in Tripura the main idea was to control the movement of the Vehicle on the road, so they have designed or announced of formal format of the road map in the whole state alloying the use of E-Rickshaws over certain routes and they have also imposed up on the certain driver license condition. The licensing condition for the maintenance and running of this transport has been kept at very lowest level of enforcement. And high taxes and registration charges are not there to sort of extract money out of poorer people.

Well, it is a new mode of transport; Government wants to run this new mode of transport with proper arrangement, and this will too some extend curb the Inhuman practice of pulling Rickshaws. So what is your view on this?

In fact there is new view about it; you are calling it inhumane practice. It is not been recognized if the practice is properly regulated it is as not inhuman, as human as one would have wished to see. The fact is that the Rickshaw puller when he decides to use his vehicle as a means of earning, he is still using his human energy and human muscular strength in to transfer all his strength into mechanical movement. If that is the case then even the farmer ploughs the fields in India is also committing an inhuman act, because he works round the year for him this is not immaterial he have to go through the cycle of cropping. So here is also incident of, let us say the human activity does not respect the heat and monsoon and the cold of the countries land. It is the post-functions or post-movement of the Rickshawala when he is not driving the Rickshaw, when he taking rest, there his living environment affected. He is not going back to home, he is going to some kind of pavement dwelling, he is moving to a bus shelter and these are not the right places where the Rickshaw puller should spend his time. There is inhuman condition, works well and I agreeing to the terminology. But Rickshaw pulling for says a worthy profession. It does not require a cost for one to run; it doesn’t require education as pre-requisite to use Rickshaw to earn one’s bread. So I still welcome the Rickshaw puller in Indian context, I welcome these gentlemen and even women are driving their Rickshaw in Urban areas. And they look up this profession with respect; it is not the dishonest means of living. And now we have it in renewed for that is E-Rickshaws, it is only adding to the crowd of slow moving traffic. You can also include the Elephants, because it can also carry some passenger, you can include bullock cart it remain very important fundamental mode of transport of goods in India. And you can presently welcome the E-Rickshaws in Indian Roads.

As you talked in the context about Tripura that the important areas that they covered was in which particular road these E-Rickshaw should be applied. I think this is also needed for Delhi, because the Last mile connectivity is an important issue here. So, in that respect how will this regularization of E-Rickshaws help?

Well, when the E-Rickshaws made its first appearance in Delhi. We found that this mode of transport was moving in restricted areas for Rickshaws per se. And no body stopped them, and this is was the case of last mile being covered from the let us say from the metro station or city bus stops because there were limits to the movement of the larger sized means of further transport. Therefore it is little difficult really comment whether those areas which were restricted to the Rickshaws should now remain also restricted to E-Rickshaws or not. If we don’t have that kind of a thing, then what will we have to accept, the larger increasing population of scooter, small size vehicle again they are going to crowded say various urban centers. The population in India is increasing in such a way, creating a demand for the development of High speed Mass Transport System and convenient to the ordinary poor person. We don’t have in India here a population with the deep pockets, who can afford bikes, motor cars, and even motor cycles to the great extent. And then use them for their livelihood or transport; we have to consider an inexpensive means of transport. That the city bus is now in such direction which is making such movements of such ordinary labors in town little difficult and the E-Rickshaws with their small tickets and providing Door-to-Door access is proving to be an answer, an answer, which is filling the needs of the poorer class, which was already using the Ordinary Rickshaws.

These amendments bring few changes to the Motor Vehicle Act 1988; Do you think there is a need for a New Act altogether that is in tune with the times?

The problem is reliability to great new act but you don’t have the reliability of the means to enforce those act. And then the final problem is, when you enforce those act, you are not able to still show a quick Justice Delivery System. Motor Challan system is an embracement of local city police, for the simple reason, when the police challans a person for committing minor infringement in traffic laws that challans are still crowding the court and earlier there used to be tradition of Honorary Magistrate who are drawn from civil society and also from police department of person who have passed their LLB (a Law Degree). They were asked to clear the challans, but the facility has been withdrawn. And even with the amended CrPC which is now in force in the country which again recall the system of honorary magistrate. There are certain High court who are you should have only magistrate appointed by the state to deliver these kind of prompt justice. The prompt justice is so bad; its promptness goes back to 3 years waiting for an ordinary offender.
