– institutionalized to get in touch with them 2003; in 2005 new category was
added. Along with the existing category of PIO & NRI, third category of OCI
was added; to stay in touch with the people in an institutionalized manner –
constant effort by the Govt. ; Two kinds of link: Cultural & Economic; in
Economic side – Remittance – home & Investment i.e. Highest remittance –
year ago $70Bn; FDI from Indian Overseas?
Indians - 2nd
largest Diaspora in the world; biggest hurdle – VISA & Bureaucracy; making
all the 3 categories emerging in to single; Institutionalizing their Voting – Representation
in Lok Sabha or Seats in Rajya Sabha;
Trust for international cooperation – does it
actively support the Indian background people abroad, playing a role in the
background;
Dual citizen issue
without voting right; considering practical difficulties – can be given seat in
RS or else can be nominated;
2005 – Indian was trying Civil Nuke Treaty with US
without NPT – for commercial trade of nuke material; role of Indian community
in US – influencing the major political parties – constructive role of the
Indian Diaspora?
They don’t do Lobbying
– it is restricted by India? – Much more active & influential politically;
they are diverse even overseas – divided on the lines of religion, language,
region…. New Govt. – trying to consolidate the institutes dealing with the
Indian abroad – Global organization of
People of
Indian Origin (GOPIO);
India’ s claim for permanent membership in United
Nation; Despite its strong voice over many years – yet to fetch the Permanent
membership;
Persuade the People of
Indian Origin with the progress of India by inviting them – propagating of India – about its
development;
Junk of Remittance comes only from UAE, not from US
– UAE where poor man go (workers) - Bharat Vamsi Sammaan – award every year –
for constructive role of Indian Diaspora – Indian man in the Gulf yet to get
this award?
People in the Gulf
sending their entire earning back to home as Remittance whereas Affluent people
reinvest in property or capital market;
India should work on attracting investment – instead
of Remittances
Lack of infrastructure
is the main reason - improve the market condition – partnership & providing
opportunity;

– conceived in the NDA Regime 2002 – concrete policy shift – confined to the
elites of Diaspora - Now New Govt. under PM Modi, Broaden the scope of Diaspora – he has broaden the base – appealed
them at the Mass Level - E.g. US Madison Square, Sydney;
Ease up the sector, business and rest of area –
inviting diaspora/NRI – to make India attractive to them – addressing the
emotional & Psychological quotient of the NRI – we all are ultimately
attached to our roots; 5 important measure - merging
of the PIO & OCI scheme, Lifelong VISA to PIO, VISA on Arrival, Electronic
Travel Authorization; improving ease of doing business in India – companies act
amended, citizenship act to be amended; how
of the contribution will come?
Economic development of
Ganga – it caters to almost 40% of the people; Swachch Bharat Campaign a
critical component in the Tourism; Digital India, Make in India; linking
Diaspora & Developmental Agenda of India – encourage them to contribute; First thing is India’s Aspiration vis-à-vis
Diaspora;
Second thing to fulfill
the Diaspora’s Aspiration vis-à-vis– PIO & OIC – also they aspire for
Voting Right, Dual Citizenship; mobilizing Diaspora Effect;
Citizenship Act Amendment – ordinance route to
fulfill his Promise – moves to attract NRI to India – India’s Soft power; UN
member nation come together to support India’s Resolution on YOGA; enhanced the
Global image by projecting the soft power; How do you look at that aspect of
soft power projection?
Already the world is
exposed to YOGA and its benefits, advantages; They are the Cultural heritage of
India – Bollywood expanded on its own; Ramayana & Mahabharata encoded in
the Ankorvat Temple, Cambodia, South East Asia; Strategically Asia Pacific is
talked all around – Bali Jatra
celebrated even today in Orissa
annually; Improving democratic
institutions to function properly – people will learn it as good practice; Diaspora
people will be the ambassadors of India’s Culture, Heritage, democracy, YOGA, Music,
Cinema…
The Parliament of India recently did lot of Translation
of parliamentary practices & conventions, Tradition for lot of Middle
Eastern countries in their languages – lot of universities involved in it;
Electoral Assistance – Consciously
building it as a policy project being a part of the community- Integrating it
much more closely and effectively;
Issue of Corruption – Transparency International’s
Ranking – What do you thing should be done to Transform India’s Image on these
issues;
Developing economies
are vulnerable to the Black money issues like corruption; first the economy
should develop fully, second restoring the Institution for accountability &
Transparency;
NRI Remittance issues – easing up business facility –
12.3% service tax levied on the NRI Remittance through the circular of CBEC – In
Parliament of India MPs form Punjab bought up the Issue – it would push them to
get money into India in an illegal routes;
Remittance – Major contribution
to India- Exchange value - Economic aspect;
